Surprise Approves Development Agreements for 386 Acres, Bringing New Infrastructure Investments to the Northwest Valley
October 15, 2026 | NW Valley Pulse | Growth & Development
SURPRISE, AZ — More growth is on the horizon for the Northwest Valley! The Surprise City Council approved two major development agreements on October 6, 2026, covering approximately 386 acres across two projects: Ana Mandara and Vistas Montanas.
But this announcement is about more than future development. These agreements also outline infrastructure improvements and financial commitments intended to help accommodate growth in one of the West Valley’s expanding communities.
Two Projects, 386 Acres
Ana Mandara — 207 Acres
Located near 219th Avenue and Sun Valley Parkway, the Ana Mandara development encompasses approximately 207 acres.
The agreement, approved under Resolution 2026-115, establishes infrastructure and development obligations associated with the property.
Vistas Montanas — 179 Acres
Located near 173rd Avenue and Peakview Road, Vistas Montanas covers approximately 179 acres.
Approved under Resolution 2026-113, this agreement also addresses infrastructure needs and responsibilities as the surrounding area continues to develop.
Together, the two projects represent a substantial amount of land positioned for future development in Surprise.
Infrastructure Is a Major Part of the Story
One of the most important aspects of these agreements is the infrastructure investment associated with the projects.
The approved agreements include provisions for:
- Approximately $772,000 in traffic signal contributions
- Approximately five acres dedicated for a future fire station
- Approximately $1.31 million for sewer infrastructure extension
- Roadway improvements to support development
- A well with a specified capacity of 750 gallons per minute
The identified financial commitments total more than $2.5 million, alongside additional infrastructure and land-dedication provisions.
These improvements are important because growth requires more than new buildings and neighborhoods. It requires planning for traffic, emergency services, water, sewer, and other essential infrastructure.
What Does This Mean for Northwest Valley Residents?
As Surprise continues expanding, development agreements like these can play an important role in determining how infrastructure is funded and delivered.
For residents, that means paying attention not only to what gets built, but also to how development affects surrounding neighborhoods, transportation networks, public safety, and municipal services.
For local businesses and commercial real estate professionals, continued growth can also create opportunities for future retail, restaurants, professional services, and other amenities as the area’s population and demand evolve.
It’s important to note that approval of these development agreements does not mean construction has begun. The agreements establish a framework for development and infrastructure obligations, while individual projects remain subject to applicable approvals and timelines.
The Bigger Picture: Responsible Growth in the Northwest Valley
The Northwest Valley continues to attract interest as communities like Surprise, Peoria, Glendale, and North Phoenix plan for future population and economic growth.
The challenge is ensuring that infrastructure and essential services keep pace with development.
The Ana Mandara and Vistas Montanas agreements offer another example of how cities and developers are addressing those responsibilities as growth moves forward.
NW Valley Pulse will continue following these projects, including future development plans, infrastructure improvements, and construction updates.
